The riots would appear to be the consequence of rice speculations, to which the On Friday night forty fugitive missionaries authorities lent their tacit connivance.

His Majesty's consul telegraphed at 2 P.M. on the same day that the steamers in which the foreigners had taken refuge were at anchor a mile away from Changsha city. No attempt was made by the regular troops to stop rioting, which still continued; enormous damage had been done to property, and it will be some weeks before order can be restored.
The Wai-wu Pu have communicated to me a reassuring telegram from the governor of Friday's date, but I attach little importance to it.
